In a special lecture organized by the Institute of Civil Engineering on November 27, tagged ICExplains, Trustee and CE Professor Emeritus Guillermo Tabios III gave technical details related to the flooding of the two rivers, which brought devastation to the Isabela-Cagayan provinces, and to Marikina River communities. Glen cited the role of the Magat River Multipurpose System in Isabela that drains into the Cagayan River, which is operating as an irrigation system. He cited long-term, midterm and short-term engineering solutions for Cagayan-Isabela and Marikina-Laguna Lake. most of which he and other experts had been espousing since the mid-2000s.
